Description
The Housing Authority of the City of Pittsburgh is establishing a three‑year, requirements‑type contract (with up to two one‑year extensions) to create a qualified vendor pool capable of delivering Physical Capital Needs Assessments (PCNA) and Energy Audits (EA) across all of its properties. The contract is task‑order based; each order will specify the property, unit count, and scope details. Vendors must provide comprehensive on‑site inspections, data collection, analysis, and reporting that meet HUD RAD, Section 18, PHFA Tab 34, ADA, Section 3, and other federal, state, and local regulations. Deliverables include narrative reports, HUD CNA eTool/RPCA Excel models, energy‑use tables, utility‑baseline worksheets, and recommendations for repairs, replacements, and energy‑efficiency measures.
• Perform PCNA inspections covering ≥ 25 % of occupied units and 100 % of vacant units, producing cost‑estimate models and reserve analyses.
• Conduct ASHRAE Level II (or higher) energy audits with utility‑bill analysis, calibrated modeling, and recommendations for envelope, HVAC, lighting, water, and renewable‑energy upgrades.
• Provide utility‑consumption baselines, weather‑normalized data, and compliance documentation for HUD, PHFA, and Section 3 reporting.
• Submit draft and final reports in PDF and Excel formats, ensuring data can be loaded into the HUD CNA eTool and posted on required portals.
• Meet mandatory insurance, Buy‑America, MBE/WBE participation, and Section 3 employment plan requirements.
