The University of North Dakota is issuing an RFP to obtain a qualified firm to deliver comprehensive federal lobbying and government‑relations services. The contractor will serve as the university’s liaison with Congress, federal agencies, and the North Dakota delegation, provide strategic legislative monitoring, develop outreach plans, identify federal funding opportunities, and prepare testimony and messaging.
