Federal Lobbying Services

The University of North Dakota is seeking a qualified firm to deliver comprehensive federal lobbying and government‑relations services. The contractor will act as UND’s liaison with Congress, congressional staff, and federal agencies; provide ongoing legislative monitoring, strategic advice, and customized reporting; identify and pursue federal research‑related funding opportunities; and support on‑site and Washington‑DC engagement activities. The effort is structured as a firm‑fixed‑price contract with a two‑year price‑hold period and an expectation to begin work on August 1, 2026. • Build and maintain relationships with the North Dakota congressional delegation and relevant federal committees. • Provide regular legislative, executive, and judicial updates, strategic planning assistance, and messaging support. • Identify federal grants, contracts, and fellowships aligned with UND research priorities, and assist in securing them. • Arrange and support Washington, DC visits, meetings, and events for university leadership; travel to UND as needed. • Deliver a concise (≤ 2‑page) outreach plan on a specified topic (e.g., National Security) as part of the proposal.
