Synopsis- Sole Source - Integrated Communication Systems (ICS)

The Naval Undersea Warfare Center, Division Newport, intends to award a Cost-Plus Fixed Fee (CPFF) indefinite delivery/indefinite quantity (IDIQ) contract on a sole source basis to L3 Technologies, Inc. for legacy Integrated Communications System (ICS) services and supplies. The contract will be for a period of 5 years, and the work will be performed at the contractor's site, NUWCDIVNPT, and other locations. The contractor will provide engineering, technical, and fabrication services for the ICS used onboard Virginia and Columbia Class Submarines. The scope of work includes investigating, researching, troubleshooting, analyzing, and resolving problems resulting from obsolete items, as well as designing, fabricating, testing, integrating, and installing remanufactured, redesigned, or modernized replacements for obsolete items. The contractor will also provide training recommendations, training curricula development, and conduct training for the operation and maintenance of the System with replacement parts. Some key deliverables include: Existing Systems Gap Analysis Report, Software Development Plan, Technical Data Package, Test Plans/Test Procedures, and Training Evaluation Documents. • The contract is for a sole source basis to L3 Technologies, Inc. • The work will be performed at the contractor's site, NUWCDIVNPT, and other locations. • The scope of work includes engineering, technical, and fabrication services for the ICS. • The contractor will provide training recommendations, training curricula development, and conduct training for the operation and maintenance of the System with replacement parts. • The contract period is 5 years. • The contract type is Cost-Plus Fixed Fee (CPFF) indefinite delivery/indefinite quantity (IDIQ).
