The State of Washington, through its Washington Saves Governing Board, is seeking qualified bidders to provide comprehensive program administration and/or investmentâmanagement services for the Washington Saves automaticâenrollment IRA program. The work includes enrollment and employer outreach, recordâkeeping, payroll contribution processing, participantâaccount management (Roth and Traditional IRAs), dataâgovernance, cybersecurity, audit support, customerâservice operations, marketing and communications, and the design, monitoring, and reporting of investment options. Bidders may submit a proposal for programâadministration services only (Category 1), investmentâmanagement services only (Category 2), or an integrated solution covering both (Category 3). The contract is a 7âyear base period with up to three oneâyear extensions and will launch on July 1 2027.
⢠Provide endâtoâend administration of a stateâwide retirementâsavings program, including portals for employers and participants.
⢠Design and manage a suite of investment options (targetâdate, capitalâpreservation, growth/equity, income/fixedâincome) with fiduciary oversight.
⢠Deliver robust reporting, audit cooperation, data security (U.S.âonly storage), accessibility compliance (WCAG 2.2 AA), and multilingual customer support.
