The Ocean County Board of Commissioners is seeking qualified law firms or individual attorneys to serve as Special Conflict/Litigation Counsel on an as‑needed basis for a one‑year term. The vendor will step in whenever the County’s Office of County Counsel has a conflict of interest, scheduling conflict, or when specialized expertise is required. The work includes handling civil rights actions, ADA, FMLA, workers’ compensation, administrative law, mediation, arbitration, trials, and appeals for governmental entities.
• Provide conflict‑free legal representation for Ocean County in a wide range of civil, employment, and administrative matters
• Minimum 10 years experience representing governmental entities in New Jersey and federal courts
• Must submit detailed fee schedule (hourly rates for attorneys, paralegals, flat‑fees, reimbursable expenses)
• Contract term: 1 year, with work assigned on a project‑specific, as‑needed basis
• Compensation: fee‑for‑service, invoiced per County’s voucher procedures; no guaranteed minimum volume
• Required insurance, certifications, and NJ Business Registration; electronic submission only via DocuSign
• Evaluation based on qualifications (30%), experience/references (30%), understanding of scope (20%), proximity to County (10%), completeness (10%)
