Description
The U.S. Army is seeking feedback from industry on the LOGCAP VI Highest Technically Rated Offeror (HTRO) Matrix. The LOGCAP VI program aims to consolidate legacy LOGCAP, Army Pre-Positioned Stock (APS), and Enhanced Army Global Logistics Enterprise (EAGLE) programs into a unified, global logistics enterprise. The HTRO Matrix is a key component of the acquisition strategy, and the Government is seeking feedback on its draft version. The matrix evaluates capability independently across six Geographic Combatant Commands (GCCs) and has a Maximum Possible Total Weighted Score of 690,000 points. The Government has set the Minimum Technical Threshold Requirement (MTTR) at 90% of the maximum possible score.
Some key areas for feedback include:
• Criteria and Buckets: Do the revised sub-factors accurately capture the capabilities required for LSCO?
• Financial Gate Recalibration: Does the updated financial gate accurately reflect the required capability to operate as a LOGCAP Global Prime contractor?
• Weights: Does the 5-3-1 weighting methodology accurately reflect the operational risk and strategic importance of the listed capabilities?
• MTTR and Scoring Mechanics: Does the 90% MTTR reflect a realistic threshold that ensures a highly qualified, yet competitive, pool of contractors?
• Teaming Arrangements and the "Prime Only" Rule: The Government is actively evaluating whether the current Prime-Only baseline yields the best operational result for LOGCAP VI and is soliciting specific alternative mechanisms.
