Description

This solicitation calls for the removal, demolition, and replacement of eight damaged daybeacon “PATON” structures and the installation of seven regulatory buoys (six “No Boats” and one “No Wake”) at Padre Island National Seashore’s Bird Island Basin. The work must comply with USCG 33 CFR Parts 62/66, USACE Nationwide Permit 1, and stringent environmental protections for sea turtle nesting and sensitive habitats. The contractor will provide all materials (treated wood piles, helical buoy sets, mooring hardware, signage) and mobilize barge‑mounted or work‑boat equipment, complete the work within a 90‑day performance period, and submit as‑built documentation. • Replace 8 existing PATON daybeacons with treated‑wood piles and new daymarks. • Install 6 “No Boats” buoys and 1 “No Wake” buoy using eco‑friendly helical anchors. • Obtain USCG Form CG‑2554 approvals ≥30 days prior to work. • Conduct work between 1 Nov – 31 Mar to avoid sea‑turtle nesting; optional monitoring required outside window. • Provide turbidity curtains, erosion BMPs, and comply with cultural‑resource stop‑work protocols. • Complete all tasks within 90 calendar days of Notice to Proceed; no night or weekend work permitted.

Budget estimate

$500,000 – $1,500,000

No contract value is disclosed. Similar marine navigation aid replacement projects for federal parks typically range from $0.5 million to $1.5 million, depending on material costs (treated wood piles, helical anchors, buoy hardware), mobilization of barge‑mounted cranes, environmental mitigation (turbidity curtains, sea‑turtle monitoring), and the 90‑day schedule. Assuming mid‑range material costs and moderate mobilization effort, a realistic estimate is $500,000–$1,500,000.
