Airport Aviation Fuel, Truck Leases and Integrated FBO Aviation Software for Fuel Management & Credit Card Processing

Jefferson County is seeking a single qualified vendor to supply bulk aviation fuels (100LL Avgas and Jet‑A), lease fuel‑truck assets (including a mobile backup unit), and provide a no‑charge, cloud‑hosted FBO software platform for fuel management and credit‑card processing at Watertown International Airport. The contract also requires safety inspections, on‑site training, 24‑hour emergency support, branded signage, and extensive insurance coverage. Evaluation will be weighted across experience, price, emergency services, software capability, signage/marketing, and additional incentives. The base term is three years with two optional one‑year extensions (up to five years total). • Provide 15,000 gal 100LL Avgas and 30,000 gal Jet A (with additives) meeting ASTM standards. • Lease refueler trucks and describe a mobile backup refueler (≥ 5,000 gal, model 2008+). • Deliver an integrated, cloud‑based FBO software suite with credit‑card processing, inventory tracking, and required hardware at no cost. • Conduct annual safety inspections, train County staff, maintain 24‑hour emergency line, and supply branded signage/decals. • Carry $50 M excess aircraft‑fueling liability insurance and meet strict insurance and compliance certifications.
