Description

The San Diego Unified School District is seeking qualified contractors to provide comprehensive preventive‑maintenance, inspection, and technical‑support services for its fleet of photovoltaic (PV) solar power systems located across district schools. The work includes routine visual and infrared inspections, performance testing of modules, inverters, combiner boxes, and monitoring equipment, as well as detailed reporting and recommendations for corrective actions. Contractors must hold current California C‑10 Electrical Contractor and C‑46 Solar Contractor licenses, maintain active DIR registration, and comply with prevailing‑wage requirements. The contract is a five‑year, firm‑fixed‑price arrangement, with an estimated 23 sites serviced per year, and the District will award to the lowest total‑cost responsible bidder. • Perform preventive‑maintenance inspections, thermal‑imaging, inverter cleaning, and system diagnostics on PV arrays ranging from 28 kW to >1.2 MW. • Submit electronic maintenance reports within ten business days of each service and provide fully‑burdened labor rates (all‑inclusive of travel, tools, equipment, etc.). • Meet mandatory licensing (C‑10, C‑46), DIR registration, OSHA/CAL‑OSHA safety standards, and California prevailing‑wage rules; provide non‑collusion, insurance, and background‑check documentation.

Budget estimate

$1,000,000 – $3,000,000

The solicitation does not disclose a contract ceiling. Based on an estimated 23 site visits per year, typical labor rates for qualified solar electricians in California (≈ $150‑$200 per hour), plus travel, tools, and reporting, a conservative annual spend could range from $200,000 to $600,000. Over the five‑year term, the total contract value would likely fall between $1 million and $3 million. The range reflects variations in site complexity, frequency of service, and optional add‑ons such as thermal imaging or drone inspections.
