Brush Control on PSF Properties

The Texas General Land Office (GLO) is establishing an Indefinite Delivery/Indefinite Quantity (IDIQ) pool of qualified contractors to perform aerial herbicide applications for brush control on Permanent School Fund (PSF) lands throughout Texas. Qualified providers will receive work orders on an as‑needed basis, applying EPA‑registered herbicides to eliminate undesirable brush and promote native grass recovery. The contract requires FAA‑compliant pilots, Texas pesticide applicator licenses, aircraft and fuel provision, all necessary permits, safety and security plans, and compliance with federal, state, and local regulations. Providers must submit a Statement of Qualifications (SOQ) by the deadline; cost proposals will be requested later for each work order. The total anticipated contract ceiling is $5,000,000, with multiple awardees possible. • Scope: Aerial application of herbicides for brush control on PSF properties across all Texas districts. • Contract Type: IDIQ – multiple awards, no guaranteed volume. • Required Certifications: FAA Part 137 pilot endorsement, commercial pilot certificate, FAA medical certificate, Texas Dept. of Agriculture commercial pesticide applicator license (aerial endorsement). • Deliverables: Aircraft, fuel, licensed crew, GPS‑guided application, permits, safety & security plans, post‑application documentation and certification. • Timeline: SOQ due 10/26/2026; work orders issued with a 14‑day start window after Notice to Proceed; each work order’s completion window defined in the order. • Evaluation: Minimum qualifications, technical capability, past performance, and compliance with VetHUB subcontracting requirements.
