The State of Maryland is re‑soliciting a three‑year contract (with two optional one‑year extensions) to provide full‑service dietary and food operations for the Thomas B. Finan Center, a 172‑resident behavioral health facility in Cumberland, MD. The contractor will manage the dietetic department, prepare and deliver three meals plus snacks to patients/residents, operate an employee/visitor cafeteria, handle food purchasing, inventory, HACCP compliance, and provide clinical nutrition care. The Center supplies kitchen facilities, utilities, and equipment; the contractor supplies staff, policy manuals, trays, disposable serviceware, and a cash‑register system for cafeteria sales. The contract is an Indefinite Quantity with Fixed Unit Cost, awarded via Competitive Sealed Proposals. Key requirements include: • Full‑service meal preparation and delivery (3 meals + snacks daily) for patients/residents and school students • Cafeteria operation for staff/visitors with pricing and cash handling • Development and maintenance of policy & procedure manuals, HACCP plans, and quality‑control documentation • Compliance with state health, HIPAA, ADA, and green‑purchasing standards • Reporting of meal counts, sales, and nutrition data • MBE participation goal of 10 % and Certified Farm & Fish goal of 20 % • Option to extend contract for up to two additional one‑year periods.
