Description
Multnomah County’s Department of Community Justice (DCJ) seeks a vendor to supply thrift‑store vouchers that adult‑justice clients can use to purchase clothing and household items. The vendor will issue vouchers to DCJ, which will then distribute them to eligible clients; merchants redeem the vouchers at checkout, and the vendor invoices DCJ for the actual purchase price (not to exceed the voucher face value). Invoices must detail voucher numbers, purchase dates, and amounts per client. The contract will be administered via annual purchase orders, with a maximum cumulative value of $150,000 over a term of up to five years (estimated $50,000 per year, though no minimum spend is guaranteed). The County encourages minority‑owned, women‑owned, and emerging small businesses and requires standard insurance coverage and a current W‑9.
• Provide and manage thrift‑store vouchers for DCJ adult‑justice clients.
• Invoice DCJ for actual redeemed amounts, including detailed voucher tracking.
• Comply with insurance, certification, and local‑preference requirements; annual PO issuance.
• Contract term up to five years, total ceiling $150k, with no guaranteed minimum annual spend.
