Paratransit Contracted Services

MetroLINK (Rock Island County Metropolitan Mass Transit District) is seeking a qualified contractor to operate its ADA‑compliant paratransit service and to provide dispatching for its Specialized Transit Services (STS). The contractor will operate MetroLINK‑owned ADA‑certified vehicles, manage reservations, scheduling, dispatch, customer service, fare collection, reporting, and incident response for paratransit trips across the Quad Cities service area. In addition, the contractor will staff and run a dispatch center for STS, handling trip manifests, driver communication, and performance reporting, while MetroLINK retains ownership of vehicles, fuel, maintenance, and STS operators. Compensation consists of a fixed monthly paratransit fee, a fixed monthly STS‑dispatch fee, and a variable rate per actual Contractor‑operated paratransit Vehicle Revenue Hour (approximately 14,118 hours annually). The contract term is three years with two optional one‑year extensions. • Provide curb‑to‑curb ADA‑compliant paratransit service (≈14,118 vehicle‑revenue hours/yr). • Operate dispatch center for MetroLINK‑run Specialized Transit Services. • Supply staffing, training, supervision, reporting, and compliance (ADA, FTA, drug‑testing). • Manage fare collection ($2.00/trip) and customer service. • Deliver monthly, NTD, maintenance, and incident reports. • Maintain required insurance, certifications, and cybersecurity standards. • Contract length: 3 years + up to 2 one‑year options.
