RAISE Planning Grant – Active Transportation, Master Street, ADA Transition, and Complete Streets Policy Development

The City of Mena is seeking qualified firms to provide a comprehensive set of planning and design services to support a federally‑funded RAISE (Rebuilding American Infrastructure with Sustainability and Equity) grant. The scope includes developing an active‑transportation plan, a master street plan, an ADA transition plan, and a complete‑streets policy that together will create meaningful active‑transportation opportunities throughout the community. The selected firm will be responsible for producing detailed design and construction documents that meet both local needs and federal grant requirements. • Develop an Active Transportation Plan that identifies pedestrian, bicycle, and multimodal routes. • Produce a Master Street Plan and an ADA Transition Plan to ensure compliance with accessibility standards. • Create a Complete Streets Policy to guide future street development and improve safety for all users. • Deliver full design and construction‑ready plans that satisfy RAISE grant guidelines and local stakeholder expectations.
