Notice of Intent - Sole Source - SOG Assessment

The U.S. Customs and Border Protection Special Operations Group (SOG) intends to award a sole‑source contract to Horizon Performance LLC for continued licensing, maintenance, technical consultation, and expansion of an existing proprietary holistic personnel assessment system used by BORTAC and to be integrated with BORSTAR. The effort is required to preserve operational continuity, avoid costly redevelopment, and support annual training and certification activities for elite border‑patrol units. The contract value is estimated at $162,465.80 for a one‑year period (Sept 24 2026 – Sept 23 2027). • Scope: annual software license, system updates, bug fixes, and technical consulting. • Additional work: integration of BORSTAR assessment modules into the existing SOG framework. • Deliverables: uninterrupted assessment capability, reporting tools, and data continuity. • Requirement justification: Horizon Performance is the sole holder of the proprietary platform and configurations; no other vendor can legally or technically replace it. • Period of Performance: 12 months, with a total estimated cost of ~$162 k.
