Description

The City of Rochester, NH is seeking a qualified contractor to conduct a single‑day Household Hazardous Waste (HHW) collection event on May 3 2025 (or an alternate mutually‑agreed date). The contractor must provide on‑site staffing, equipment capable of unloading at least six trucks simultaneously, all required federal and state hazardous‑waste permits, $5 M liability insurance, and must submit EPA identification numbers, vehicle ID devices, and manifests within 30 days of the event. Pricing is volume‑based, with unit rates for each waste category (e.g., pesticide liquids, acid packs, aerosols, asbestos, etc.) and a one‑time mobilization/set‑up fee. The bid must be received by February 26 2025 5:00 PM, either hard copy or electronically, and a mandatory pre‑event conference will be scheduled by the City. • Scope includes collection, transport, and disposal of a wide range of regulated wastes (pesticides, acids, paints, asbestos, batteries, fluorescent lamps, propane cylinders, fire extinguishers, etc.). • Contractor must hold EPA ID, all state/federal hazardous‑waste licenses, $5 M general liability, and provide vehicle identification devices. • Service is “rain or shine”; the contractor must have equipment to protect waste in inclement weather and be able to unload up to six trucks simultaneously. • Payment will be based on per‑unit waste handling rates plus a mobilization fee and a $50 administrative charge; no total contract ceiling is disclosed.

Budget estimate

$20,000 – $80,000

Based on the published unit prices, a typical HHW day in a small New England city might handle roughly 10‑15 drums (55 gal) of various waste types plus several smaller containers. Using the ACV pricing (e.g., $385‑$635 per 55 gal drum, $12,750 mobilization, $50 admin), total billings could range from about $20 k for a low‑volume event to $70‑80 k for a higher‑volume collection with many waste categories. Factors influencing the final amount include the actual waste volume, number of container types, any additional “case‑by‑case” waste (explosive, toxic, etc.), and whether the contractor includes recycling/reuse credits.
