Description
The School District of Philadelphia is seeking a qualified firm to provide supplemental staffing on an as‑needed basis across a variety of professional and support roles. The contract will be an indefinite‑delivery arrangement allowing the district to call upon the vendor for temporary personnel to fill gaps in architecture, engineering, project management, environmental remediation, estimating, claims analysis, database support, and other capital‑program functions. Vendors must submit hourly rates for each position and be capable of transitioning eight existing temporary staff. The solicitation includes extensive job‑specific qualifications and licensing requirements, particularly for Pennsylvania‑licensed architects, engineers, and environmental specialists.
• Provides on‑call professional staffing for design, engineering, construction management, environmental remediation, and administrative support.
• Requires Pennsylvania state licenses for many roles (Architect, Landscape Architect, P.E., Asbestos Worker/Supervisor, etc.).
• Pricing must be submitted as hourly rates; incumbent rates range from $75 to $185 per hour.
• Budget ceiling for the overall supplemental‑staffing program is approximately $10 million, with $8 million already spent under prior contracts.
• No mandatory MWBE subcontracting, but “best‑efforts” participation is encouraged.
