Description
The State of South Dakota’s Department of Social Services seeks a qualified consulting firm to evaluate current billing, data‑collection, and reporting systems associated with the Certified Community Behavioral Health Clinic (CCBHC) program and to produce a detailed, implementation‑ready technology roadmap. The vendor will assess state‑run systems (DBH, Medicaid, MMIS, STARS) and up to eleven provider EHRs, engage stakeholders through interviews and workshops, and deliver comprehensive documentation—including data‑flow diagrams, vendor recommendations, and a peer‑state comparison matrix—to enable seamless CCBHC data collection, reporting, and billing across Medicaid and state‑funded payment pathways. The effort runs from early May 2026 through late February 2027, with a firm proposal deadline of mid‑April 2026.
• Conduct read‑only assessments of state Medicaid/MMIS/STARS platforms and multiple provider EHRs, identifying gaps and integration points.
• Develop a system‑architecture‑level roadmap covering technical specifications, batch‑load processes, X12 standards, and dual‑payment‑path (Medicaid PPS and state‑funded PPS) considerations.
• Facilitate stakeholder workshops, produce interim findings, provider action plans, and a final deliverable package that includes a peer‑state methodology matrix and change‑management recommendations.
• Ensure compliance with HIPAA, SOC 2 Type II security requirements, and prohibitions on PHI/PII storage in vendor environments.
• Provide project management artifacts (work plan, milestones, status reports) and support potential future implementation RFPs.
