Medical Third Party Administrator (TPA) and Pharmacy Benefit Manager (PBM)

Pulaski County, Arkansas is seeking qualified vendors to provide Medical Third‑Party Administration (TPA) services and Pharmacy Benefit Management (PBM) services for its employee health plan. The solicitation is split into a technical portion (due September 4, 2026) and a later financial portion (issued after technical evaluation). Vendors must submit a completed Scope of Work/Questionnaire, a sample service agreement (which the County will redline), and demonstrate stable provider network management, alternative plan design ideas, and price transparency. No pricing may be included in the technical response; a separate financial RFP will be issued to responsive bidders. Finalists will be asked to present capabilities in person or via video. The contract will replace the current vendor to validate capabilities and explore cost savings.
