INVITATION TO BID
1.1 ADVERTISEMENT
A. NOTICE IS HEREBY GIVEN, That sealed bids will be received by The Town of Corinth, at the Corinth Town Hall, located at 600 Palmer Avenue, Corinth, NY 12822, until 2:00 P.M. local time on Thursday, October 1, 2026, at which time, The Town of Corinth will publicly open and read all sealed bids received pursuant to this notice and in accordance with Section 103 of Article 5A of the General Municipal Law, for the furnishing of all material, labor, equipment and services, tools, techniques, installation, overhead and profit, and appurtenances necessary to complete the New Town Park Project. Prospective Bidders shall note that the Bid Opening Location will be at the Town Hall, located at 600 Palmer Avenue, Corinth, NY 12822.

1.2 PROJECT INFORMATION
A. Notice to Bidders: Qualified bidders may submit bids for the Project as described in this Section. Submit bids according to AIA A701 Instructions to Bidders and as noted herein.
1. Regulatory Requirements: Sealed bids shall be received pursuant to this advertisement and in accordance with Section 103 of Article 5A of the General Municipal Law.
B. Project Identification: New Town Park

E. Project Description: The Work of this Contract, as defined in greater detail by other provisions of the Contract Documents, consists of the following:
1. Base Bid:
a. Driveway Entrance Apron:The Contractor shall perform all necessary work to install the 28-ft wide NYSDOT asphalt pavement driveway entrance apron connecting New York State 9N to the base bid front parking facility / drive aisles, including any associated turf shoulders, furnishing / signage, earthwork, stormwater management infrastructure, and site restoration.
b. Front Parking Facility:The Contractor shall perform all necessary work to install the 111-space parking facility and its associated drive aisles (asphalt pavement), parking islands, ADA parking area, concrete walkways, furnishings / signage, earthwork, stormwater management infrastructure, and site restoration.
c. Recreation Fields / Open Space:
The Contractor shall perform all necessary work to install the rec. fields / open space project scope, including any associated earthwork, restoration / landscape enhancements, and site stabilization.
d. Base Bid Trail Connections:
The Contractor shall perform all necessary work to install the base bid trail connections, including installation of stone aggregate path connections, associated earthwork, stormwater management infrastructure, and site restoration.
e. Base Bid Stormwater Management:
The contractor shall perform all necessary earthwork, stormwater infrastructure installation, and site restoration and stabilization associated with the stormwater basins (sediment forebay, infiltration basin, and associated stabilized overflow weirs) serving the entry drive, front parking facility, and recreation fields.
f. The Contractor shall note that their Base Bid stipulated sum will include any “base bid interim condition” project scope within the contract drawings, including associated site preparation, erosion and sediment control, material improvements, earthwork and stormwater infrastructure, and landscape infrastructure as noted within the contract drawings.
2. Add Alternate No. 1:
a. Access RoadThe Contractor shall perform all necessary work to install the 24-ft wide asphalt access road connecting the front parking facility to the rear parking facility, including any associated turf shoulders, furnishings / signage, earthwork, stormwater management infrastructure, and site restoration.
b. Rear Parking Facility:The Contractor shall perform all necessary work to install the 13-space parking facility and its associated drive aisle (asphalt pavement), ADA parking area, stone aggregate walkway connections, furnishings / signage, earthwork, stormwater management infrastructure, and site restoration.
c. Add Alternate Trail Connections:
The Contractor shall perform all necessary work to install the Add Alternate trail connections, including installation of stone aggregate path connections, associated earthwork, stormwater management infrastructure, and site restoration.
d. Add Alternate Stormwater Management:
The Contractor shall perform all necessary earthwork, stormwater infrastructure, installation, and site restoration and stabilization associated with the stormwater basins (sediment forebay, infiltration basin, and associated stabilized overflow weirs) serving the access road and rear parking facility.
e. The Contractor shall note that their Add Alternate No. 1 stipulated sum shall deduct all “base bid interim condition” project scope items, including associated site preparation, erosion and sediment control, material improvements, earthwork and stormwater infrastructure, and landscape infrastructure as noted within the contract drawings as interim condition elements.
F. Construction Contract: Bids shall be received for the following Work:
1. General Construction Contract (GC).
2. Lump sum bid.
3. The Contract Documents for all work are contained in their entirety within the Project Manual, Supplementary Attachments Appendices, and Construction Plans dated September 1, 2026.
1.3 EPA / NYSOPRHP GRANT PREAMBLE:SUPPLEMENTARY CREDITS, CITATIONS, INFORMATION FOR BIDDERS, INSTRUCTIONS TO BIDDERS
A. State Parks Funding Credit:
1. This project is funded in part by a grant from the NYS Office of Parks, Recreation and Historic Preservation through Title 9 of the Environmental Protection Act of 1993.
B. State of New York Contract for Grants Citation:
1. All bidders are subject to the terms of the State of New York Contract for Grants -- Standard Terms and Conditions, which can be found online at https://grantsmanagement.ny.gov/state-agency-resources
C. Vendor Responsibility Questionnaire:
1. Upon selection, for all contracts that are equal to or exceed $100,000, the contractor will be required to submit to the State a Vendor Responsibility Questionnaire: Construction – For-Profit. The questionnaire can be found online at http://www.osc.state.ny.us/vendrep/forms_vendor.htm
D. Additional Terms:
1. All Bidders and Contractors are subject to the terms of the State of New York Contract for Grants, including the “Notice to Contractors, Subcontractors, Suppliers, and Vendors”, “Appendix A (Standard Clauses For New York State Contracts)”; “Attachment A-1 (Agency Specific Terms and Conditions)” and “Attachment A-2 (Program Specific Terms and Conditions)”.
2. Refer to Section 00 45 00: Additional Terms for State of New York Contracts for Grants, for copies of the above-noted Notice, Appendix, and Attachments.
1.4 BID SUBMITTAL AND OPENING
A. The Town of Corinth will receive sealed lump sum bids until the bid time and date at the location given below. The Town of Corinth will consider bids prepared in compliance with AIA A701 Instructions to Bidders, and as noted herein, and delivered as follows:
1. Bid Due Date: October 1, 2026.

B. Bids will be thereafter publicly opened and read aloud.
C. The Contractor shall be solely responsible for ensuring the delivery of the sealed bid no later than the Bid Due Date and time specified. Use of the U.S. Postal Service or any other mail or courier service which may result in delayed delivery shall not relieve the Contractor from the conditions of the bid opening deadline.
D. All questions pertaining to the bid shall be directed in writing via email to Michael Panich, The LA Group, P.C.,
[email protected]. RFI’s, clarifications, or interpretation of the Bidding Documents are due by 5:00 p.m. on Tuesday, September 22, 2026. Any question, RFI, clarification or interpretation request received after this date and time will not be processed.
E. Any addenda, clarifications, or interpretation of the Contract Documents are planned to be issued electronically no later than 5:00 p.m. on Thursday, September 24, 2026.
F. All bidders are encouraged to attend a non-mandatory pre-bid conference scheduled for Thursday, September 17, 2026 at 2:00 P.M. The meeting will be held at the Town of Corinth, at 600 Palmer Avenue, Corinth, NY 12822 with a follow-up site walk onsite at the project area location.
G. The Town of Corinth reserves the right to reject any and all bids, to waive any and all informalities, and to disregard all nonconforming, non-responsive or conditional bids.
1.5 BID SECURITY
A. Accompanying each bid shall be a bid bond, certified check or bank (cashier's) check, made payable to the Town of Corinth in the amount of five percent (5.0%) of the Bidder's maximum bid amount, as a guarantee that if the Contract is awarded to a Bidder, said successful Bidder will comply with the Advertisement / Notice to Bidders and the specifications for the Contract in accordance herewith. Said bid bond, certified check or bank (cashier's) check will be retained by the Town of Corinth, and upon completion of the Contract Agreement, in accordance with said specifications, the said bid bond, certified check or bank (cashier's) check will be returned to the Bidder.
B. On failure to comply with the Advertisement / Notice to Bidders and the specifications for said Contract, the successful Bidder shall forfeit the bid bond as liquidated damages to The Town of Corinth.
1.6 CONTRACT DOCUMENT PROCUREMENT
A. Contract Document Procurement: The Contract Documents distributed to prospective bidders shall include a PDF electronic version of the Project Manual, Supplementary Attachments Appendices, and Construction Plans.
B. The electronic version of the Contract Documents (Project Manual, Supplementary Attachments Appendices, and Construction Plans) is made available for the convenience of prospective bidders (whether as a prime contractor or subcontractor) on the Project. No representation or warranty is made, either expressed or implied, with regard to the accuracy or suitability of these electronic copies after such documents are published for distribution. In the event of discrepancies or conflicts between the originally published document and any other version distributed or submitted by other parties, the originally published version shall prevail.
C. These documents shall not be altered in any manner. Utilization or viewing of these electronic documents shall constitute implicit acknowledgement and acceptance of these provisions. Failure to comply with these provisions shall result in rejection of your bid.
D. Each bid must be submitted on the official forms included within the Project Manual and shall be sealed within an opaque envelope along with the required bonds and forms required herein as indicated on the bid form. The name of the bidder and the Contract for which the bid is submitted shall be indicated in a legible manner on the exterior of said envelope. Only bidders who received Contract Documents directly issued by The LA Group, P.C. shall be eligible to submit a bid on the Project.
1.7 BID SCHEDULE, CONTRACT SCHEDULE, AND LIQUIDATED DAMAGES
A. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time.
B. The Contract Documents contain a provision that the Contractor shall pay Liquidated Damages for each calendar day of delay in the physical completion of the Work from the date of Final Completion. See Specification Section 00 73 00 “Supplementary General Conditions”.

1.8 BIDDER'S QUALIFICATIONS
A. Bidders shall be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work.
B. Separate Performance Bonds, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
C. The successful Bidder shall secure and deliver insurance certificates five (5) days prior to the date of the signing of the Contract for review and approval by the Owner.
D. The successful Bidder shall attend the preconstruction meeting within ten (10) calendar days after the date of Notice of Award and shall have the required sureties, insurance certificates, proof of worker’s compensation, and execute the Contract for the Work. The bidder shall also provide a list of subcontractors with proof of their worker’s compensation and insurance coverages.
E. Failure to comply with the above will result in Bidder's forfeit of Contract Work. No Bidder may withdraw their bid within sixty (60) calendar days after the date set for the opening thereof. Any bid may be withdrawn prior to the above scheduled time for the opening of bids, or any authorized postponement thereof.
F. While there are no MWBE or SDVOB requirements for the project, the Owner encourages bids from Small Businesses, Minority and Women-owned Business Enterprises (MWBEs), and Service-Disabled Veteran-Owned Businesses (SDVOB).
