Open and Operate a Warming Center

Steuben County is seeking a qualified contractor to open and operate one or more warming centers during the “Code Blue” cold‑weather season (Nov 1 2026 – Apr 30 2027). The contractor will provide 24‑hour shelter space for up to 30 adults per location, including cots, showers, laundry, snacks/meals, and basic utilities. Security must include trained private guards, metal‑detector admittance, surveillance cameras, and de‑escalation/Narcan capabilities. Transportation services to and from the center and referrals to ancillary social services are required. The contract term is six months with an option for up to four one‑year renewals (maximum 60 months). Proposals must be submitted in sealed envelopes by Sept 15 2026, and questions are due by Aug 10 2026.
