Description
The State of South Dakota’s Department of Public Safety is seeking a qualified consulting firm to update its Enhanced State Multi‑Hazard Mitigation Plan in accordance with the latest FEMA review tool and guidance. The consultant will perform a comprehensive plan revision, incorporate FEMA cross‑walk items, provide monthly progress reports, and support the State through the FEMA approval process.
• Update the existing enhanced mitigation plan to meet current FEMA standards (including cross‑walk corrections).
• Deliver the final plan in Microsoft Word format by 15 Dec 2028 and secure FEMA approval by 16 Apr 2029.
• Provide monthly status reports, maintain compliance with federal grant requirements, and manage any required sub‑award or subcontractor approvals.
• Work as an independent contractor under a contract that runs roughly from mid‑2027 to April 2029, contingent on federal funding.
• Must meet insurance, de‑barment, non‑discrimination, and “no boycott of Israel” certifications as specified.
