The City of Lowell is issuing an RFI to gather information from nonprofit, community‑based, educational, recreational, cultural, and other organizations about existing summer programming for youth and the potential to expand capacity, employment, equity, and geographic reach. The information will inform a future competitive RFP for funding and partnership to broaden summer opportunities for children and young adults (ages 14‑24) across the city. Organizations are asked to detail current programs, capacity, possible expansion, youth employment plans, accessibility, cost estimates, and partnership opportunities. Responses are due by October 21, 2026.
• Goal: Increase the number of youth served, create summer jobs (14‑24), improve equitable access, and diversify programming (arts, STEM, sports, etc.).
• Required info: Organizational profile, current summer programs, potential additional participants, new program ideas, locations, youth employment capacity, inclusion strategies, cost estimates, existing partnerships, barriers, and outcome measures.
• No funding commitment at this stage; data will shape a future RFP.
