Design-Build Services for the Parking Access Revenue and Control Systems (PARCS) Replacement Project

The City & County of San Francisco Airport Commission is seeking a qualified design‑build team to replace and modernize the entire Parking Access Revenue and Control System (PARCS) across the San Francisco International Airport campus. The scope includes demolition of existing hardware, design and construction of new infrastructure, procurement and integration of license‑plate‑recognition, automated guidance, valet, virtual‑permit and revenue‑optimization technologies, installation of new signage and way‑finding, and full commissioning while maintaining airport operations. The contract is a progressive design‑build delivery with a 900‑day performance period, an estimated total budget of $34.3 million, and will be awarded on a tentative basis in January 2027. • Replace existing PARCS hardware and software at all entry/exit lanes. • Integrate LPR, automated guidance, valet, virtual permits, and revenue‑optimization systems. • Provide temporary parking relocation, signage, and building‑systems modifications during construction. • Execute structural design, demolition, commissioning, and activation across multiple garages and lots. • Coordinate with existing airport systems and adjacent projects to ensure uninterrupted operations. • Deliver all work under a design‑build contract with a single prime builder and lead design firm, collaborating with a separate Delivery Partners consultant.
