Description

Gwinnett County seeks a single vendor to assume and expand its county‑wide merchant‑processing services beginning Jan 1 2027. The contract covers credit‑card, debit‑card, and e‑check processing for all county departments, requires provision of new PCI‑DSS Level 1 compliant terminals at no cost, integration with existing county systems (Civic Plus, Accela, iNovah, Oracle Fusion, UMax/Paymentus, Bluefin), and delivery of comprehensive reporting, charge‑back handling, and 24×7 support. Vendors must submit a technical proposal and a separate cost proposal; the lowest‑cost offer receives the highest points in Phase II. The contract term is one year with optional automatic renewal up to five years, and the County retains all transaction data. • Scope: full‑cycle merchant‑processing (card‑present, card‑not‑present, IVR, web, e‑check) and mandatory use of the Paymentus gateway. • Equipment: 175 new, never‑refurbished terminals provided free of charge; must support multiple MIDs and tokenization. • Security & Compliance: PCI‑DSS Level 1, P2PE, tokenization, daily transaction files, incident reporting within 24 hrs, and extensive insurance requirements. • Evaluation: 90 points technical (qualifications, understanding, technical merit, implementation plan, references) + 10 points cost + optional 10‑point interview.

Budget estimate

$12,000,000 – $28,000,000

Based on 2025 transaction volume of roughly $278 million and typical merchant‑processing fees ranging from 1‑2% of gross volume (plus fixed per‑transaction fees), the annual revenue potential for the winning vendor is estimated at $2.5‑$5.5 million. Over the maximum five‑year term, this translates to a contract value in the $12‑$28 million range, assuming the County maintains current transaction levels and the vendor’s fee structure remains competitive.
