Description
The South Carolina Department of Corrections is seeking a vendor to design, supply, install, and operate a statewide Inmate Telephone System (ITS) covering roughly 17,000 inmates across 21+ correctional facilities. The contract includes hardware (wall phones, kiosks, tablets), a suite of 19 software applications (telephone calling, secure messaging, trust‑fund deposits, entertainment, video visitation, etc.), full implementation services, migration from the incumbent system, ongoing 24/7 support, and extensive security compliance. The State will retain ownership of all equipment (except installed cabling) and will pay the vendor on a revenue‑share basis; the vendor must also handle all billing, commission calculations, and reporting. The solicitation is a fixed‑price, five‑year base term with two optional one‑year renewals, and the award will be made after a technical/evaluation phase followed by a demonstration.
• Provide new inmate‑grade telephones, kiosks, tablets, and supporting network infrastructure (CAT‑6/OS1 fiber, wireless APs, firewalls).
• Deliver and maintain 19 application modules covering calling, messaging, entertainment, trust‑fund services, video visitation, and related reporting tools.
• Offer project management, migration, training, 24/7 operational support, and meet stringent information‑security, ADA, and contraband‑prevention requirements.
