RFP #2026007 - Juvenile Fish Monitoring Services

The District seeks a qualified consultant to perform weekly juvenile‑fish monitoring at the North Fishway hydro‑electric facility, collect biological data, and produce regular and annual reports to satisfy federal licensing requirements. The effort includes obtaining permits, anesthetizing and handling fish, recording environmental parameters, data analysis, and coordination with multiple agencies. • Perform weekly 24‑hour fish sampling (April 1 – July 31) and return fish after recovery. • Record flow, temperature, forebay elevation, and other operational data for each sampling event. • Produce weekly summary reports and a comprehensive annual report for FERC and state agencies. • Manage required permits (Scientific Collection Permit, ESA Biological Opinion) and coordinate access with USACE and other stakeholders. • Contract is a three‑year not‑to‑exceed agreement with a possible one‑year renewal; rates are firm for the first 12 months with CPI‑U or 3 % escalation caps.
