The South Carolina Department of Education is seeking a qualified consulting firm to conduct a comprehensive assessment and review of the state’s student transportation system. The effort is divided into two tracks: (A) a detailed review of governance, operations, assets, workforce, and financial sustainability; and (B) an analysis of current and emerging transportation delivery models, including a framework for a public‑transit pilot. Deliverables include gap analyses, risk assessments, cost‑benchmarking, strategic recommendations, and a pilot‑implementation framework. The contract is a fixed‑price, five‑year maximum term (one‑year base with four optional one‑year renewals).
