Phone Carrier Services – RFP 26‑19 (Rowan University)

Rowan University is seeking a qualified telecommunications provider to deliver primary‑rate‑interface (PRI) and/or Session Initiation Protocol (SIP) voice‑carrier services for its existing and future data‑center sites. The contract will cover local, long‑distance, and international calling, support for approximately 13,500 SIP DIDs and 500 PRI DIDs, E‑911 emergency service, redundancy, and 300 concurrent call capacity across three locations (Glassboro, NJ and a future Philadelphia, PA data center). The vendor must supply both PRI and SIP circuits, ensure physical‑path and head‑end diversity, and work with the university’s Cisco Call Manager and CUBE equipment during a zero‑downtime migration. Pricing must be firm for a base term of two fiscal years (FY 2027‑FY 2028) with up to three optional one‑year extensions. • Provide one PRI and one SIP trunk per data‑center (total 3 PRIs, 3 SIPs) with 50 Mbps transport and fiber preferred. • Deliver 300 shared concurrent voice calls, 7 toll‑free numbers, fax support (PRI or SIP T.38), and flat‑rate international minutes (usage‑based pricing prohibited). • Ensure carrier‑side redundancy (separate circuits, separate central‑office locations) and support E‑911/PS‑ALI data export. • Assign dedicated project‑management and technical resources; execute a parallel‑run migration with no service interruption. • Submit a formal, electronic‑only bid by 31 Mar 2026; questions due by 17 Mar 2026; mandatory insurance coverage (incl. $5 M cyber‑breach liability) required.
