The CPUC is seeking a contractor to serve as the Statewide Access Fund Administrator (SAFA) for its “Access for All” wheelchair‑accessible vehicle (WAV) program in counties lacking a Local Access Fund Administrator. The contractor will design and manage the solicitation of Access Providers, allocate and disburse funds, produce regular reporting, maintain a public website, and conduct stakeholder outreach. The contract’s administrative cost ceiling is $1,342,428.73 and the initial term runs from Jan 1 2027 to Sep 30 2028, with optional one‑year extensions. • Develop work plan, solicitation documents, evaluation criteria, and contracts for Access Providers. • Administer fund transfers, quarterly and consolidated reporting, website creation/maintenance, and self‑assessment reporting. • Conduct regular meetings (kick‑off, monthly check‑ins, close‑out) and maintain communications logs. • Ensure DVBE participation (≥ 3 % of contract value) and Small‑Business preference compliance. • Deliver all deliverables within tight timelines, with monthly invoicing and adherence to California procurement regulations.
