GOVERNMENT DEBT MANAGEMENT ADVISORS - Personal Services Contractor

The U.S. Department of the Treasury's Office of Technical Assistance is recruiting individuals to serve as resident or intermittent advisors under personal services contracts. The advisors will provide technical assistance and policy advice on government debt matters and debt capital markets in emerging markets. The ideal candidates will have 10 to 15 years of experience in government debt issuance and/or management of public borrowing, and a background in public finance, investment banking, or related areas. The advisors will be deployed to developing and transitional countries worldwide to support U.S. Treasury and U.S. Government economic and national security objectives. Some key points to consider: • The advisors will work in emerging markets, including Latin America, Lusophone and Francophone countries, and other regions. • Spanish fluency is required for most posts in Latin America, and Portuguese and French fluency is highly desirable for Lusophone and Francophone countries. • The advisors will provide technical assistance and policy advice to senior ministerial and central bank officials, as well as to market participants in host countries. • The advisors will be required to obtain a Unique Entity Identifier and may be deployed to countries with elevated threat levels. • The salaries will be negotiated in accordance with program regulations, with a current starting hourly rate from $81.11 to $100.38 per hour.
