Feasibility Study Safe Routes to School

The City of Havre de Grace, MD is seeking a qualified consulting firm to conduct a feasibility study for “Safe Routes to School” improvements along Route 40, connecting adjacent subdivisions to the city’s elementary, middle and high schools. The contract is limited to a maximum of one year and a ceiling of $150,000, funded with Federal Aid Highway Program (FAHP) grant money. The scope includes: • Evaluation of existing conditions, topography, utilities, and right‑of‑way. • Identification of bike‑pedestrian corridor alternatives for two project corridors (Lewis Lane and Chapel Road). • Development of design concepts, cost estimates, safety recommendations, and a maintenance plan. • Community outreach to gather input from schools, parents, and residents. • Deliverables: draft feasibility study (within 60 days of Notice to Proceed), final study for each corridor (by Dec 31 2027 / Mar 1 2028 for Project 1; by end‑2026 / Mar 1 2027 for Project 2). • Mandatory pre‑proposal meeting on Aug 27 2026; questions due Sep 9 2026; final proposal submission by Oct 2 2026.
