The New Jersey Department of Agriculture (Division of Food & Nutrition) is soliciting a Food Service Management Company (FSMC) to operate the Camden City School District’s entire K‑12 food‑service operation for the FY 2026‑27 school year. The contract is cost‑reimbursable, covering all reimbursable USDA programs (NSLP, SBP, ASSP, CEP, SFSP, CACFP, etc.) plus ancillary services such as catering, vending, and equipment maintenance. The FSMC must provide management staffing, optionally hourly staff, procure food and USDA‑donated commodities, develop compliant menus, operate meals on a 180‑day schedule, manage compliance reporting, and replace specified kitchen equipment under a five‑year amortization schedule. The base term is one year (07/01/2026 – 06/30/2027) with up to four optional one‑year renewals. The district requires a bid bond (10 % of bid, capped at $20,000) and extensive insurance and certification documentation.

• Provide staffing (management and optionally hourly employees) per the selected staffing option.
• Purchase and manage USDA‑donated commodities, ensure “Buy‑American” compliance, and develop 21‑day cycle menus.
• Replace and amortize kitchen equipment (ovens, refrigerators, POS units, etc.) over five years.
• Submit monthly invoices, detailed operating statements, and allow audits by the SFA, DFN, and USDA.
