RFP for Cost-of-Service and Rate Study

The Gaffney Board of Public Works seeks a qualified consultant to perform a comprehensive financial planning, cost‑of‑service (COS) analysis, and rate‑design study for its electric, water, and wastewater utilities. The effort will produce multi‑year financial forecasts, detailed COS models for each utility, rate‑design recommendations, large‑load analyses, fee assessments, bill‑impact studies, and a full set of unlocked Excel models with staff training. The deliverables include a series of reports, presentations to staff and the Board, and a final implementation roadmap targeting a February 2027 board presentation. • Develop five‑year financial forecasts and capital funding strategies for three municipal utilities. • Create utility‑specific COS models and rate‑design analyses (electric, water, wastewater). • Provide bill‑impact, scenario, and affordability analyses, plus training and fully unlocked models for BPW staff.
