The Illinois Department of Commerce and Economic Opportunity is issuing a Notice of Funding Opportunity to support capital investments for expanding electric vehicle manufacturing in McLean County. The grant will support infrastructure expenses, including those related to electricity, water and sewer, natural gas, broadband, and transportation systems, as well as site development expenses, including grading and drainage, environmental assessments, remediation and cleanup, and rehabilitation of existing structures. The applicant must be an electric vehicle manufacturer, have a REV Tier I Agreement, and plan to invest in an undeveloped plot of land in McLean County to construct a 1.2M square foot facility for light assembly and manufacturing. The applicant must also hire a minimum of 93 new employees and invest a minimum of $119M at the project location. Some key points to consider: • The grant requires a 70%:30% match requirement. • The grant will not compensate for indirect costs, overhead, or administrative expenses associated with the execution of the program. • The applicant must be registered in the Grant Accountability and Transparency Act (GATA) Grantee Portal and have a valid FEIN number, UEI number, and SAM.gov registration. • The application must include a comprehensive scope of work, a detailed budget, and a description of how the project will benefit McLean County and the State of Illinois.
