Description
The South Dakota Department of Military is seeking a qualified environmental‑consulting firm to conduct three seasonal solid‑waste opportunity‑assessment cycles for the South Dakota Army National Guard’s Sioux Falls region. The contractor will review existing waste data, perform on‑site observations and interviews, quantify waste streams, identify reduction and recycling opportunities, and deliver a comprehensive final report with cost‑benefit analysis. The effort spans a five‑year base period with possible one‑year extensions, requiring coordination with Guard drill schedules and adherence to Army Regulation 200‑1 and state waste‑diversion laws.
• Conduct background research, baseline waste‑stream analysis, and cost documentation for FY 2026.
• Perform two field visits per season (six total) to observe waste handling, interview facility managers, and validate data across ten Guard facilities.
• Produce interim and final “Solid Waste Opportunity Assessment Report” with actionable recommendations, prioritized implementation list, and financial analysis.
• Maintain required insurance, comply with debarment, non‑discrimination, and executive‑order certifications, and submit both sealed paper and digital proposals by 12 May 2026.
