Interest Based Bargaining Facilitator

The City of Modesto is seeking a qualified consultant to serve as an Interest‑Based Bargaining (IBB) facilitator for upcoming collective‑ bargaining negotiations with multiple unions beginning January 2027. The facilitator must be located within four hours of Modesto, be able to attend in‑person sessions 1‑2 days per week, and possess proven expertise in IBB methods. The contract is for one year, with the consultant responsible for guiding negotiations, ensuring compliance with city, state, and federal regulations, and delivering reports and recommendations. The City will evaluate proposals on experience, expertise, qualifications, staffing, and references, and will award the contract after an oral interview and negotiation process.
