Consultant for Homeless Planning Services for the Somerset County Community Development Office

The County of Somerset is seeking a qualified consultant to provide planning services related to homelessness for its Community Development Office. The consultant will be responsible for analyzing current homelessness conditions, developing strategic plans, coordinating with local agencies, and recommending policy and program initiatives to address homelessness within the county. • Conduct a comprehensive needs assessment of homeless populations in Somerset County. • Develop a strategic homelessness reduction plan, including short‑ and long‑term recommendations. • Facilitate stakeholder meetings and serve as a liaison between the County, service providers, and community partners. • Produce written reports, data visualizations, and actionable policy guidance for implementation. • Provide ongoing advisory support as the County implements the plan.
