On-Call Environmental Assessment (CEQA) Services

The City of Palm Springs is seeking qualified environmental consulting firms to provide on‑call CEQA services for the next three years (with two optional one‑year extensions). The work will be issued as task orders on an as‑needed basis and includes preparation of Initial Studies, Negative Declarations, Environmental Impact Reports, mitigation monitoring plans, and attendance at public meetings. Firms must have at least three years of experience preparing CEQA documents for California public agencies and must submit a Statement of Qualifications and required certifications by the deadline. Preference may be given to local businesses. • On‑call professional services for CEQA reviews (EIRs, ND/MND, mitigation) • Contract term: 3 years with up to two 1‑year renewals, hourly‑rate compensation • Minimum 3 years CEQA experience; required insurance, non‑collusion and sanctions certifications • Pre‑qualification conference 3 Nov 2026 (virtual); SOQ due 24 Nov 2026 • Local‑business preference (5‑point scoring advantage)
