Description

The District of Columbia Department of General Services is seeking a qualified commissioning agent to provide both fundamental and enhanced commissioning services for the William H. Rumsey Aquatic Center modernization project. The work includes reviewing design documents, developing and executing commissioning plans, verifying system performance, managing documentation, and ensuring LEED Silver compliance for MEP systems and the building envelope. The contractor will work closely with the owner and construction team from the design development phase through project completion, delivering final reports and ongoing commissioning plans. • Scope covers fundamental commissioning (plan development, test procedures, issue logs, final report). • Enhanced commissioning adds submittal reviews, training verification, seasonal testing, and on‑going commissioning. • Project location: 635 North Carolina Avenue SE, Washington, DC 20003. • Construction slated to begin early 2027 with substantial completion in spring 2028. • LEED Silver certification required. • Services to commence as soon as possible after award.

Budget estimate

$500,000 – $1,000,000

The solicitation does not disclose a budget. Based on typical commissioning contracts for a medium‑size public aquatic facility (≈150,000 sq ft) and the inclusion of both fundamental and enhanced services, a reasonable estimate ranges from $500,000 to $1,000,000. Factors influencing the final amount include the level of enhanced commissioning (training, seasonal testing, on‑going plans), the complexity of the MEP systems, and the LEED Silver requirement, which may add documentation and verification work.
