OTIS RATES REVIEW &COST RECOVERY SUPPORT

The State of South Carolina’s Department of Administration, Office of Technology & Information Services (OTIS) seeks a consulting firm to review, refine, and support its cost‑recovery rate model for IT services. The contractor will conduct annual rate‑review processes, develop detailed financial‑management procedures, automate invoicing and reporting, engage with agency customers, and provide comprehensive knowledge‑transfer to OTIS staff. The effort spans up to five years, with an initial three‑year term and two optional one‑year renewals, and requires strict compliance with state and federal security standards. • Perform annual rate‑review analyses, create rate‑calculation workbooks, and produce executive summaries for FY 2026‑2029. • Design and implement a transformed financial‑management framework (governance, SOPs, P&L reporting, controls) and integrate it into OTIS’s IT Business Management tools. • Deliver a full knowledge‑transfer program—including training, documentation, and a final knowledge repository—to enable OTIS finance staff to own the process post‑contract.
