Public Participation and Engagement Services - Planning, Development & Sustainability Department RFQ

Missoula County seeks a qualified consulting firm to deliver comprehensive public participation and engagement services for the update of its comprehensive plan covering unincorporated areas. The scope includes developing communication strategies, facilitating in‑person meetings, workshops, surveys, and producing graphics and reports to support plan development and potential future regulatory work. The County will manage the overall project; the contractor will supplement staff with outreach, strategic communications, and deliverable production. Submissions are limited to 10 pages and must be emailed by early July. • Develop and execute a communication and public participation plan aligned with Montana Land Use Planning Act requirements. • Conduct in‑person public meetings, mapping workshops, small‑group sessions, and design/implement surveys (including mail‑in options). • Produce graphics, cartography, and a comprehensive outreach report; optionally support downstream land‑use regulation and economic‑development district planning.
