The Commonwealth of Pennsylvania, through the Pennsylvania State Police, is seeking a qualified contractor to design, develop, administer, score, and report promotion examinations for the ranks of Corporal and Sergeant. The effort covers full‑cycle test services—including job analysis, written and oral exam creation, logistics for multiple statewide testing sites, scoring, eligibility list generation, and post‑exam feedback—over a four‑year contract period with potential make‑up examinations.
• Conduct job analyses for Corporal and Sergeant positions and produce updated analyses for each promotion cycle.
• Develop written (knowledge‑based) and oral (scenario‑based) assessment tools, including preparation guides, scoring rubrics, and weighting formulas.
• Administer examinations at a minimum of eight written‑exam sites and four oral‑exam sites statewide, handling logistics, assessor training, security, and scoring for ~2,800 Corporal candidates and ~875 Sergeant candidates, plus up to six make‑up exams.
• Deliver eligibility lists, individual feedback reports, and final project reports within 30‑day turnaround periods after each exam phase.
• Provide a continuity‑of‑operations plan, security strategy for test materials, and compliance with EEOC uniform guidelines, as well as meet SDB and domestic‑workforce utilization requirements.
