Description

Gwinnett County Board of Commissioners seeks a vendor to provide a full‑service emergency‑medical‑patient‑billing solution on a one‑year contract with up to four optional one‑year renewals. The provider must operate an electronic billing platform that integrates daily with the county’s ESO Solutions ePCR system, submit electronic claims to Medicare, Medicaid and commercial carriers, manage accounts‑receivable, produce extensive monthly performance reports, and handle citizen‑facing payment inquiries in multiple languages. Security, privacy, and compliance (HIPAA, NIST, GovRAMP, CJIS, PCI‑DSS) are mandatory, as is a robust insurance package and the ability to absorb revenue loss from untimely filing denials. The fee structure is a percentage of collected revenues, left to the bidder’s discretion. • Deliver end‑to‑end EMS billing, claim submission, AR management, and detailed analytics. • Provide daily data feeds from ESO Solutions ePCR and maintain 24/7 unrestricted data access for the County. • Meet extensive security, privacy, and insurance requirements, and support multi‑language citizen help‑desk.

Budget estimate

$1,000,000 – $2,000,000

The 2025 cash‑collected amount for the County’s EMS billing was $19.5 M. Industry practice for EMS billing vendors typically ranges from 5 % to 10 % of collections as their fee. Applying that range yields an estimated annual revenue of roughly $1 M to $2 M for the initial one‑year term. Adjustments could occur based on the exact percentage bid, optional renewal terms, and any additional integration or support fees.
