NP RFP- Vanpool Services- Department of Transportation

The State of Alabama is seeking a qualified firm to design, administer, and operate a commuter van‑pool program that complies with Federal Transit Administration and state regulations. The contractor will be responsible for vehicle acquisition/lease, fleet management, driver vetting, marketing, customer service, data collection/reporting to the National Transit Database, and ensuring ADA‑compliant vehicles are available as needed. The award will be a 12‑month contract with the option to extend up to three additional 12‑month periods (total up to 48 months). The solicitation requires detailed insurance coverage, compliance with Alabama immigration law and E‑Verify, and incorporation of ALTRANS branding. • Provide van‑pool services for groups of 7‑15 commuters, using vehicles ≤ 3 model years (or 75,000 mi) – can be extended to 5 years/100,000 mi per Q&A. • Deliver monthly operational reports (by the 20th of each month) and NTD data (by the 15th). • Meet insurance requirements (≥ $1 M general liability, ≥ $1 M auto liability, workers’ comp) and a minimum GVWR of 9,350 lb. • Submit a sealed hard‑copy proposal with one electronic copy on a USB drive by July 21 2026, and respond to any questions by July 8 2026.
