Description

The South Carolina Educational Television Commission (SC ETV) is seeking a qualified contractor to provide comprehensive generator maintenance services statewide. The work includes preventive maintenance, emergency repairs, parts replacement, load‑bank testing, and provision of temporary generators when outages exceed 24 hours. The contract will be a fixed‑price, award‑by‑lowest‑responsive‑bid arrangement with a base period of one year and up to four one‑year renewal options, for a total possible term of five years. Bidders must submit a single electronic offer through the state procurement portal, include all required cover pages, and certify that the offer will remain open for at least 30 calendar days after opening. • Perform semi‑annual and annual inspections, servicing generators ranging from 25 kW to 1,000 kW and associated ATS units. • Provide 1‑hour on‑site response for emergency calls, 24/7 coverage, and mileage reimbursement for after‑hours travel. • Supply OEM parts, warranty labor, and a portable generator at no cost for outages > 24 hours; pricing for parts is cost + the lesser of the contractor's markup or 10 %.

Budget estimate

$500,000 – $2,000,000

No contract value is disclosed. Based on roughly 30 active generator sites, each requiring semi‑annual and annual service, a typical annual maintenance cost for a 300 kW diesel generator can range from $4,000‑$8,000 (including labor, parts markup, and mileage). Adding the larger 400‑kW and 1,000‑kW units, plus the provision of temporary generators, pushes the average annual spend to about $6‑$12 k. Over a five‑year maximum term, the total contract value could therefore fall between $500,000 and $2,000,000, depending on the final unit count, frequency of emergency calls, and parts consumption.
