Tree Canopy Action Plan

The City of Charlotte is seeking a consulting firm to develop the Tree Canopy Action Plan 2.0 (TCAP 2.0). The effort will assess existing tree canopy, waterways, and other natural resources, conduct best‑practice analysis of peer cities, engage the community, and produce policy and ordinance recommendations that align with the Charlotte Future 2040 Comprehensive Plan. The work includes GIS inventory, stakeholder facilitation, and delivery of a comprehensive policy framework within approximately nine months. • Conduct data collection, GIS mapping, and analysis of existing tree canopy, waterway, and green‑space inventories. • Perform best‑practice review of at least four cities with robust tree‑protection ordinances, including interviews and a comparative white paper. • Lead six public community meetings and five stakeholder committee workshops, providing facilitation materials, summaries, and incorporating public input into final recommendations. • Deliver ordinance concept drafts, policy framework, and supporting documentation (white papers, GIS data, design standards).
