Description:
The General Services Administration (GSA) is seeking information from interested parties about their capabilities and experience in providing commercial charge card and payment related services to the federal government. The GSA SmartPay program currently supports approximately 250 federal government agencies, certain eligible organizations, and Native American Tribal organizations, with nearly $40 billion in spend and 82 million transactions in FY 2025. The government is looking for information on how to improve the program, including scalability, security, and innovation. Interested parties are invited to submit questions and provide information about their company, including their experience with government contracts, payment services, and security requirements. Some key areas of focus include: • Providing commercial charge card and payment related services to meet the requirements of the GSA SmartPay program • Supporting government-wide commercial charge card and payment related services • Providing individually billed account services to federal government agencies • Mitigating risks associated with complex, segmented, or aging financial systems • Providing services to federal government agencies with complex, segmented, or aging financial systems • Supporting multiple hierarchies in account and data management • Providing cloud computing and security solutions • Complying with government security requirements, including FedRAMP authorization • Providing program analytics and monitoring for all business lines Some examples of agency missions and needs include: • Agency 1: National defense, with spend of ~$5.8 billion in FY 2023 and ~6.0 billion in FY 2024 for individually billed travel • Agency 2: Provide support to Veterans, with spend of ~$6 billion in FY 2025 for purchase and ~$33 million in FY 2025 for individually billed travel • Agency 3: Domestic safety and security, with spend of ~$550 million in FY 2025 for purchase and ~$852 million in FY 2025 for individually billed travel • Agency 4: Food, agriculture, natural resources, rural development, nutrition, and related areas, with spend of ~$400 million in FY 2025 for purchase and ~$130 million in FY 2025 for individually billed travel • Agency 5: Fuel card provision for vehicles leased by federal government customers, with spend of ~$740 million in FY 2023 and ~$785 million in FY 2024 for fleet
