The South Dakota Department of the Military seeks Statements of Interest from qualified firms to provide professional architectural and engineering services for the renovation of the primary men’s and women’s latrines, locker/changing rooms, and showers at the Sioux Falls FOSS Field Armory. The scope includes site investigation, design development (30 % design due February 2027 and 90 % design TBD), and later construction administration. A multidisciplinary team comprising an architect, mechanical engineer, electrical engineer, and conditional structural engineer (if HVAC upgrades require structural analysis) is required. Evaluation will be based on a 225‑point rubric covering methodology, team expertise, code knowledge, QA/QC processes, past performance, and familiarity with National Guard facilities.
