The City of Bismarck is soliciting proposals for a cloud‑hosted, enterprise‑grade software platform that will replace fragmented legacy systems and automate permitting, licensing, inspections, code enforcement, and optionally asset and work‑order management across multiple municipal departments. The solution must support full lifecycle permit/licensing workflows, GIS integration, mobile field access, public portals, secure role‑based access, audit trails, and open APIs for future integrations.
